Preheat your oven to 350º and prepare an 8x8 baking pan with baking spray. In a large bowl combine the sugar, cocoa powder, oil, egg and vanilla. In a separate bowl whisk together the flour, baking powder and salt; add the flour mixture into the chocolate. Spread the brownie batter into the pan, spoon the marshmallow cream on top and swirl into the batter with a knife. Sprinkle the almonds and chocolate chips over the batter and bake for 20 minutes. Remove from the oven, cool completely and serve.
